- GoFreelance — operated by TECOM Group and covering Dubai Media City, Dubai Internet City, Dubai Knowledge Park, and Dubai Design District. Apply directly at www.gofreelance.ae.
- Dubai Development Authority (DDA) — issues the Sole Professional License for eligible creative and knowledge-sector professionals. Apply via dda.gov.ae.
No travel agency, PRO company, or third-party agent can issue you a freelance permit. It must come directly from the relevant government authority.

Who Can Apply for a Freelance Permit in the UAE?
The GoFreelance programme covers professionals working in four main sectors:
- Tech — web and mobile development, software development, IT networking, data science, customer service technology
- Media — journalists, photographers, videographers, social media specialists, content creators, graphic designers, PR specialists, scriptwriters, and more
- Education — trainers, researchers, eLearning advisors, executive coaches, education advisors
- Design — fashion designers, interior designers, jewellery designers, visual merchandisers, wedding planners, textile designers, and related roles
The DDA Sole Professional License covers a similar range of creative and knowledge-based professions regulated under their Licensing Categories Decision.
If your profession is not on the approved activity list, a freelance permit may not be available to you through official channels.
How Much Does the Freelance Permit Cost?
Through GoFreelance, the package fee starts at AED 7,500 per year for the freelance license. This does not include the employment visa. If you want to obtain a UAE residence visa linked to your freelance permit, additional costs apply:
- One-year visa: AED 4,600
- Two-year visa: AED 5,042
- Establishment Card: AED 2,000 (required before the visa can be processed)
- Valid medical insurance is mandatory
Through the DDA, the Sole Professional License permit fee is AED 7,500, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham per transaction.
The estimated processing time through both channels is approximately two working days.

How to Apply: Step by Step
Via GoFreelance (gofreelance.ae)
- Register your interest on the GoFreelance website and receive login credentials for the AXS online portal.
- Log in to the portal and complete your application in three steps.
- Upload the required documents — valid passport copy and self-declaration form if you currently hold a UAE visa.
- Complete payment online, by bank transfer, or in person at Dubai Knowledge Park Block 8 or Dubai Studio City Building 1.
- Receive your license within the processing period.
Via DDA (dda.gov.ae)
- Visit tecomgroup.ae and select the freelancer setup option.
- Complete the online application and upload your passport copy, self-declaration form, and NOC from your current employer if applicable.
- Pay the invoice through the available payment options.
- Receive confirmation and feedback within two working days.
You can also walk in to the relevant free zone business community office during working hours (Monday to Friday, 8:00 am to 4:30 pm) to apply in person.
What You Need to Know Before Applying
- The license is issued in your personal name only. You cannot use a company or brand name.
- The license is renewed annually. Non-renewal means the license lapses, which affects your visa status if linked.
- You cannot hire or sponsor employees under a freelance license.
- If you are already employed full time, you can still apply by submitting a self-declaration form.
- You may work as an independent contractor for companies within the free zone from their premises.
- VAT registration is mandatory if your annual revenue exceeds AED 375,000 and optional between AED 187,500 and AED 375,000.
- No annual audit of financial records is required, though maintaining accurate financial records is strongly advisable.
- If you are outside the UAE when your license is approved, you can apply for your entry permit through the portal and must enter Dubai promptly upon receiving it to complete biometrics and visa stamping.
The Truth About What Many Agents Are Actually Selling
Here is something you will rarely see written clearly: a significant number of companies and individuals promoting “freelance visas” in the UAE are not selling you a freelance permit at all. What they are actually selling is a company employment visa with an NOC (No Objection Certificate) attached.
What Does That Mean in Practice?
These companies add you to their company’s labour quota as an employee. You receive a UAE residence visa sponsored by that company, not by yourself or a government free zone. Alongside the visa, they issue you an NOC letter stating that the company has no objection to you working elsewhere or taking on freelance clients.
This sounds convenient, but it creates a range of serious legal, financial, and practical problems that you need to understand before signing up.
WPS (Wage Protection System) Problems
Every company in the UAE that employs staff is legally required to pay salaries through the Wage Protection System. As a sponsored employee, even a nominal one, you fall under this requirement. Many of these temporary setup companies either cannot or do not comply with WPS obligations, which can create violations recorded against your name and theirs. This can affect your ability to change visa status in the future or cause complications when you apply for other employment.
License Non-Renewal After One Year
Many of these companies are set up with the sole purpose of selling visa sponsorships. They often do not intend to operate as genuine businesses beyond the initial license period. When their trade license expires at the one-year mark and is not renewed, their right to sponsor employees lapses as well. Your visa is directly tied to that company license. If the company’s license is cancelled or lapses, your residency status is at risk and you may find yourself in the UAE on an expired visa without warning.
Residence Cancellation Complications
Cancelling a residence visa sponsored by one of these companies can be unnecessarily complicated. If the company has ceased operations, is unresponsive, or is in the process of being wound down, getting your visa cancelled cleanly through the normal process becomes difficult. Unresolved visa cancellations can result in overstay fines, bans, or inability to apply for a new visa until the matter is resolved. In some cases, visa holders have been left in legal limbo after these companies disappear.
An NOC Is Not a License to Freelance Legally
An NOC letter from a private company is not the same as a government-issued freelance permit. It does not give you a business license, a trade name, or any of the official standing that comes with a genuine Sole Professional License. You cannot invoice clients officially as a licensed freelancer, you cannot open a corporate bank account in your trading name, and your status remains that of an employee of someone else’s company regardless of what the NOC says.
